The challenge

Public sector workforce intelligence demands are unique

No general-purpose HRM vendor produces PSC/GDDA or APS-compliant cross-agency skills forecasting and benchmarking reports. The frameworks, the regulatory context, and the cross-agency dimension require domain investment that incumbents have not made.

Regulatory framework alignment
Regulatory framework alignment
NZ/AU public sector agencies operate within SFIA, DCF, PSF, APS, MCF, as well as emerging and custom frameworks simultaneously. TalentJam holds and cross-references all of them. No other platform does this natively.
APS, PSC/GDDA obligations
APS, PSC/GDDA obligations
Agencies are required to demonstrate capability frameworks and skills development progress to APS, PSC/GDDA. TalentJam produces regulatory-grade evidence, not just HR dashboards.
Cross-agency dimension
Cross-agency dimension
Public sector workforce intelligence is only useful when it can be benchmarked across agencies. TalentJam's cross-agency data model and Local Government partnerships make this possible.
Framework coverage

Every framework your agency needs. In one place.

SFIA — Skills Framework for the Information Age
SFIA
Full SFIA 9 coverage across all skill categories and levels 1–7. TalentJam is an accredited SFIA partner — one of very few platforms in NZ with this accreditation. SFIA alignment is not a checkbox; it is embedded in the role profile generation and assessment engine.
Data Capability Framework (DCF v2.1)
New Zealand and Australia have the DCF as the standard for data and analytics capability in Government agencies. TalentJam maps DCF capabilities to role profiles and supports DCF-aligned skills assessment and gap analysis.
Policy Skills Framework (PSF)
DPMC's Policy Skills Framework describes the knowledge, skills, practices, and behaviours for NZ policy practitioners. TalentJam integrates PSF into role profiles for central government policy teams.
Māori Capability Framework (MCF)
Māori capability alignment for roles across the NZ public service. TalentJam supports MCF alongside domain specific frameworks for a complete capability picture.

Multi-framework intelligence

A typical NZ/AU government agency has roles that span SFIA (for technology roles), DCF (for data and analytics), PSF (for policy roles), and MCF (for Māori capability). TalentJam holds all these, and custom frameworks, in a single integrated model and produces role profiles that cross-reference multiple frameworks for roles that span more than one domain.

  • Single source of truth for all frameworks
  • Cross-reference between SFIA, DCF, PSF, MCF
  • Custom framework support for agency-specific needs
  • Unified gap analysis across all framework dimensions

Procurement

Designed to fit the procurement process

The Skills Baseline engagement is structured as a fixed-price, defined-scope project, designed to fit within the low value/low risk procurement rules in effect for most NZ/AU public sector agencies.

Week 1
Executive engagement
30-minute briefing with the GM People, CISO, or CE and/or the Executive Leadership Team. Presents a sector-specific AI displacement and skills gap analysis for your agency type. A hook, not a pitch.
Week 2–3
Scope and contract
Define project parameters — which business units, which role families, what the deliverables look like. Sign the fixed-price Skills Baseline engagement contract.
Week 4–10
Delivery
Run the Skills Baseline. Produce the gap analysis, role profiles, and executive briefing. Calibrate against your agency's specific regulatory context and obligations.
Week 11–12
Review and conversion
Present findings to the executive sponsor. Propose the Strategic Workforce Intelligence service tier as the ongoing engagement. Close the annual contract.
Why this matters for procurement
Why this matters for procurement
A fixed-price Skills Baseline engagement is a low-risk way to test TalentJam before committing to an annual contract. It produces a tangible deliverable, demonstrates capability, and sits comfortably within standard agency procurement authorities.
Ecosystem

Part of the Public Sector skills ecosystem

TalentJam is built for the Australasian public sector context — not retrofitted from a generic platform. We work within the existing NZ/AU skills ecosystem, including APS, PSC, GDDA and Local Government.

  • ALGIM corporate member (pending) — active in the local government and public sector communities
  • NZ Digital Workforce and Skills Ecosystem initiative participant
  • Designed to work alongside existing HRIS and FMIS systems, not replace them
